Venger N. V. Bunge N. Kh. about colonization, ethnic region`s problems and “german issue” in the system of social conflicts of the Russian Empire: between two concepts of internal policy of the last third of the XIX th century.

The author offers the analysis of N. Kh. Bunge's views on the problem of interethnic contradictions in the late Russian Empire. It is paid special attention to Bunge`s practical recommendations of resolving conflicts between the central Russian authorities and the ethnic regions. The author tells about Bunger`s concept of integration policy and proves that the politician proposed a liberal way of  national problems` solving.

It was quite predictable that the issue of inter-ethnic problems would appear in N. Kh. Bunge's publicism heritage in 1880–1890's. By that time Russian nationalism had formed a discussion about the problems of interethnic relations in the Russian Empire. Nationalistic discourse influenced Russian society, appealed to the politicians demanding to offer a practical answers. The liberal program of N. Bunge`s reforms had a social determination and was aimed to create favorable conditions for activities of all social groups (including peasantry and former colonists). Having had a positions of the head of the Ministry of Finance and the Committee of Ministers, Bunge often faced the problems of interethnic contradictions. N. Bunge's "After-death Notes" (that were being written before 1895) were his political testament, where he expounded all the experience of his political life. In the “Notes” the politician proposed a liberal way of  national problems solving.

  1. Bunge presented analysis of the most problematic points in the system of relations between the authorities and population of the ethnic outskirts. On the first side, Bunge`s ideas were close to his predecessors who were conservatives. However, being a politician, N. Bunge not only criticized the “outskirts” but he also admitted many stakes that the central government had committed. He rejected forceful way of national problems` solving and offered his concept of integration policy. Bunge offers elements of both conservative and liberal ways of problems` solutions. His political recommendations were addressed to his contemporaries, but the problems were so difficult to resolve that his ideas are important are nowadays.

Key words: Russian nationalism, colonization, German issue in Russia, late Russian Empire.
